While you won’t find the phrase “capital campaign” in scripture, it doesn’t mean the concept of giving towards an effort isn’t. Giving to gospel-centered, kingdom-minded, people-focused projects is definitely biblical. If you’re looking for something similar to a Capital Campaign in scripture, you have an example in Exodus 25:1-9. The context of the verse isn’t a Capital Campaign, but you see God having an expectation of His people to give towards a building for His glory and presence:
Exodus 25:1-9
The Lord spoke to Moses: “Tell the Israelites to take an offering for me. You are to take my offering from everyone who is willing to give. This is the offering you are to receive from them: gold, silver, and bronze; blue, purple, and scarlet yarn; fine linen and goat hair; ram skins dyed red and fine leather; acacia wood; oil for the light; spices for the anointing oil and for the fragrant incense; and onyx along with other gemstones for mounting on the ephod and breastpiece. “They are to make a sanctuary for me so that I may dwell among them. You must make it according to all that I show you — the pattern of the tabernacle as well as the pattern of all its furnishings.
In 1 Chronicles 29, King David gives an offering for the building of the Temple. In verse 3, David says “’Besides, in my devotion to the Temple of my God I now give my personal treasures of gold and silver for the Temple of my God over and above everything.’” David then goes on to encourage everyone to give to the effort. It is clear that scripture implores us as Christians to give and at times His people are challenged an offering or offerings above the tithe or whatever normal giving commitment they may have. This would include campaigns like Visualize, a building project, renovation, or property purchase when God provides those types of opportunities.
